合肥:个人出租自有住房3年零税费
作为全国首批住房租赁试点城市,合肥市近日出台最新住房租赁奖补政策,个人出租自有住房3年内按综合征收率0%征收,3年后按综合征收率1%征收。

  据合肥市住房保障和房产管理局有关负责人介绍,合肥近日出台了全国最优惠的住房租赁税费政策,相关方案已经国务院签批、住建部备案。下一步,相关政策待税务部门按程序报批后,即可落地实施。

  为激活社会存量房源,合肥市自2018年起在全国率先出台住房租赁奖补政策。在评估执行结果的基础上,合肥今年修改完善奖补政策,主要包括扩大奖补范围、税负基本均衡及简化申领流程。扩大奖补范围后,个人业主、专业化租赁企业和居间类中介公司均纳入奖补范围,符合条件的商改租、工改租项目也纳入2019年度补助范围。在个人业主方面,个人出租自有住房3年内按综合征收率0%征收,3年后按综合征收率1%征收。符合个税改革相关条件的住房租金支出可以纳入个人所得税专项附加扣除项目。

  在租赁企业方面,企业向个人出租房屋租金收入减按4%征收房产税政策,扩大到企业向专业化、规模化住房租赁企业出租住房,并对经批准的“商改租”“工改租”住房比照适用。住房租赁企业向个人出租住房适当降低增值税征收率。同时,新修改的奖补标准适当对租赁企业倾斜,引导租赁企业向专业化规模化方向发展。对提供居间服务的企业,奖补标准为每年1.2元/平方米;对分散式租赁企业,按企业规模不同,奖补标准分为每年14元/平方米和每年20元/平方米两个档次;对“商改租”“工改租”项目,奖补标准为每年10元/平方米。

Hefei: no tax for 3 years for personal rental of self owned housing

As one of the first pilot cities of housing rental in China, Hefei recently issued the latest housing rental award and subsidy policy. The individual rental self owned housing will be charged at a comprehensive rate of 0% within three years and 1% after three years.

According to the person in charge of Hefei housing security and real estate administration, Hefei recently introduced the most preferential housing rental tax policy in the country, and the relevant plans have been signed and approved by the State Council and filed by the Ministry of housing and construction. The value-added tax collection rate shall be appropriately reduced for the housing rental enterprises to lease houses to individuals. At the same time, the newly revised standard of award and compensation is appropriate to the leasing enterprises, and guide the leasing enterprises to develop in the direction of specialization and scale. For the enterprises providing intermediary services, the compensation standard is 1.2 yuan / m2 per year; for the decentralized leasing enterprises, the compensation standard is divided into 14 yuan / m2 per year and 20 yuan / m2 per year according to the scale of the enterprises; for the "business to rent" and "construction to rent" projects, the compensation standard is 10 yuan / m2 per year.
